What is an OLP file?
Package created by Microsoft Office Live, a web service that provided website creation tools and document sharing and consisted of Office Live Workspace and Office Live Small Business; contains web pages, documents, page templates, and images; includes the placement of all the aspects of your site so everything is placed in the correct location when your receiver opens the package; enables easy transfer to share your web site.

Microsoft Office Live was discontinued in 2012. Office Live Workspace was replaced by SkyDrive and Office Live Small Business was replaced by Office 365. Any websites using Office Live Small Business were removed when it was discontinued and are no longer recoverable.
NOTE: Currently, there is no known way to open the OLP file successfully.
