To create a RVPROJ2 file, select File → New Project..., name the folder it will be contained in, name your game, choose your save location (it's best to leave it at the default location), and click OK.
Unless you change the save location, the RVPROJ2 file is located inside your project folder with your customized game .EXE file in the following location:
C:\Users\[username]\Documents\RPGVXAce\[projectname]
